With today’s Notice of Proposed Rulemaking on Project Labor Agreements (NPRM), President Biden has proposed guidelines to ensure that when the federal government builds our nation – from federal office buildings to locks and dams on inland waterways, the investment will create good family-supporting construction jobs with skilled and experienced workers.
The NPRM lays out agency guidelines for the use of Project Labor Agreements (PLAs) for direct federal procurement construction projects above $35 million. Based on 2021 figures, the PLA requirement could impact $262 billion in government contracting and improve the lives of 200,000 construction workers. The expanded use of PLAs will also benefit taxpayers by improving the efficiency, quality, and coordination of large and complex projects.
LIUNA commends President Biden on his continued commitment to building a stronger middle class by fostering the creation of good quality jobs and we look forward to working with the White House on the rollout of the PLA or
